The National Oceanic and Atmospheric Administration reports there were more than 1,200 tornadoes in 2020, leading to the highest tornado death rate in almost a decade. A deadly tornado outbreak affected the Southeastern United States on Easter Sunday and Monday, causing 32 fatalities.

A Roadmap to Resilience Incentivization

This document proposes to develop and demonstrate a set of public and private incentives to owners of buildings and other infrastructure to facilitate the upgrade of existing infrastructure and better design of new infrastructure.

Financing Small Commercial Building Energy Performance Upgrades: Challenges and Opportunities

In this report, the Institute’s Council on Finance, Insurance and Real Estate (CFIRE) issued findings and recommendations on the financing of small commercial retrofit projects for energy efficiency. Although small commercial buildings (less than 50,000 square feet) make up the majority of the nation’s building stock, investments in energy-efficiency retrofit projects for this vast segment of the building stock have lagged behind those for larger buildings. This CFIRE report identifies several barriers to investment in such retrofits.

Financing Energy-Efficiency and Renewable-Energy Projects

In this report, the Institute’s Council on Finance, Insurance and Real Estate (CFIRE) examines the current and potential roles of three key equity investing structures in capitalizing the sustainable and energy-efficient development and retrofit of investment-grade commercial buildings and renewable-energy production. The report evaluates the effectiveness of these vehicles—Real Estate Investment Trusts (REITs), Master Limited Partnerships (MLPs) and Yieldcos—in accessing the public capital markets and recommends needed legislative and regulatory changes.

The Natural Hazard Mitigation Saves: 2019 Report represents the most exhaustive benefit-cost analysis of natural hazard mitigation, from adopting up-to-date building codes and exceeding codes to addressing the retrofit of existing buildings and utility and transportation infrastructure. It was funded by the U.S. Department of Housing and Urban Development (HUD). Earlier editions of the report were funded by the Federal Emergency Management Agency (FEMA), U.S. Economic Development Administration (EDA), International Code Council (ICC), Insurance Institute for Business and Home Safety (IBHS), American Institute of Architects (AIA), and National Fire Protection Association (NFPA).

ICC Annual Meeting

The International Code Council recently held its 2019 annual conference in Las Vegas.

As part of ICC’s government relations forum during a panel called Up-to-Date Building Codes Provide Significant Mitigation Savings, I discussed aspects of the Multihazard Mitigation Council’s study Natural Hazard Mitigation Saves. The panel also included Jeff Czajkowski, of the National Association of Insurance Commissioners, and Kevin Simmons, of Austin College, who spoke about related topics.
