Off-site construction is the planning, design, fabrication, and assembly of building elements at a location other than their final installed location to support the rapid and efficient construction of a permanent structure. Off-site construction is characterized by an integrated planning and supply chain optimization strategy.
In 2013, the National Institute of Building Sciences established the Off-Site Construction Council (OSCC) to serve as a research, education and outreach center for relevant and current information on off-site design and construction for commercial, institutional, and multifamily facilities.
NIBS staff and members of the OSCC have supported Federal and private off-site construction research projects, including toolkits, roadmaps, and reports for the off-site industry. NIBS and the OSCC encourage OSCC members and other off-site stakeholders to submit reports or projects of interest that can help in the furthering of the Council’s goals.

OSCC to serves as a research, education and outreach center for off-site design and construction for commercial, institutional, and multifamily facilities. Members represent the diversity of interests in off-site construction including owners, manufacturers, contractors, architects and academia.

National Institute of Building Sciences
The National Institute of Building Sciences is seeking qualified individuals to serve as Chair and Vice Chair of its Off Site Construction Council (OSCC). The OSCC is under reconstruction to better fulfill its mission to “serve as a research, education and outreach center for relevant and current information on off-site design and construction for commercial, institutional, and multifamily facilities.”
Council volunteers report to the NIBS Board of Directors. A Council has an Executive Committee consisting of a Chair, Vice Chair, and Secretary, and 2-7 additional members at large, all with voting rights. The Officers are elected to a 2-year term with the ability to be re-elected to an additional 1-year term.
In collaboration with the staff facilitator and the Board liaison(s), the key roles of the Chair are facilitation, coordination and communication to ensure that the volunteers are actively engaged. This individual actively participates in the work of the group, provides thoughtful input to the deliberations and focuses on the best interests of NIBS and the industry rather than personal or constituent interests and works toward the accomplishment of the goals of the Council.
