Obama Signs MAP-21

New Law References Scientific Resolution Panels

President Barack Obama signed legislation earlier this month that specifically addresses one of the Institute’s newer programs. On July 6, President Obama signed H.R. 4348, known as the "Moving Ahead for Progress in the 21st Century Act" or "MAP-21." The Act, which may be most recognized for keeping financial aid loan rates low, covers eight different areas. Division F- Miscellaneous, includes language about the National Flood Insurance Program and specifically makes available Scientific Resolution Panels (SRPs). The Federal Emergency Management Agency (FEMA) engaged the Institute in 2010 to establish and administer the SRP process to perform independent reviews of the scientific and technical data FEMA uses to develop its Flood Insurance Rate Maps.
