HIGH PERFORMANCE BUILDINGS PROGRAM:

As stipulated in Section 914 of the 2005 Energy Policy Act, NIBS is working with the U.S. Department of Energy and U.S. standards writing organizations to assess current voluntary consensus standards and rating systems to provide for high performance buildings. The program’s overall goal is put standards in place to define the performance goals of a high performance building in order to facilitate the design, construction, financing, and operating buildings with an emphasis on life cycle issues rather than initial costs. The program would identify the metrics and level of required performance for specific design objectives (energy, security, durability, moisture, acoustics, etc) for building products, subsystems and systems; and reference industry standards for validating these performance requirements. The program goals would be accomplished through a new High Performance Building Council at NIBS.

A high performance building is a building that utilized a whole building approach to integrate and optimize all major high performance building attributes over the building lifecycle, including energy efficiency, durability, life-cycle performance, and occupant productivity and the other values covered identified in the Whole Building Design Guide (www.wbdg.org).
