BUILDING SEISMIC SAFETY COUNCIL (BSSC):

BSSC programs include:

  • Developing the 2008 NEHRP Recommended Provisions for Seismic Regulations for New Buildings and Other Structures: In September 2004, FEMA and NIBS entered into a five-year contract to develop the 2008 edition of the NEHRP Recommended Provisions. BSSC members approved the integration of ASCE 7-05 as the basic reference standards for the 2009 Provisions. The new edition of the Provisions will appear in three parts including exceptions to ASCE 7, a detailed commentary on how to apply the Provisions and the reference standard, and presentation of new technologies and analytical procedures. Proposals for exceptions to ASCE 7 and a draft of the new commentary are being finalized and will be submitted to the BSSC member organizations for ballot during 2007. Also under way is an effort to integrate new findings by the U.S. Geological Survey into the seismic hazard maps issued with the Provisions.
     
  • NEHRP Recommended Provisions Outreach: Under a FEMA agreement, BSSC’s Code Resource Support Committee is working to ensure that the Provisions’ requirements are included in model codes and standards of the International Code Council, the National Fire Protection Association, and the American Society of Civil Engineers. The current focus is on the development and review of proposals for change to the International Building Code and International Residential Code.
     
  • NEHRP Recommended Provisions – Education/Training: BSSC is updating its educational materials to reflect the 2000/2003 editions of the Provisions. In addition, BSSC has delivered to FEMA an update of a FEMA guide to seismic-resistant design and construction for homebuilders and an accompanying volume of examples. These documents, with BSSC’s educational materials, will provide the resources needed to familiarize a large segment of the building community with the Provisions requirements.
