2015 NEHRP Recommended Seismic Provisions Update

The BSSC is currently in the process of developing the 2015 edition of the NEHRP Provisions.

The success of the BSSC is due to the efforts of its voting orga­nizational members [jump to Memberships and Meetings] and volunteer experts, which include: engi­neers, architects, academics, research­ers, code officials, manufacturers and suppliers. TheProvisions are developed by a technical committee of seismic experts that identify and apply the most advanced seismic technology available. The committee is supported by expert issue teams that address specific aspects of seismic design methodology and construction. These committee and team members ensure that lessons learned from the building performance during the earthquakes, as well as new research to improve earthquake resistance, are reflected in state-of-the-art seismic requirements. The organizational members ensure that this process accounts for the interests of the building community.

Provisions Update Committee (PUC)

The Provisions update process is managed by the Provisions Update Committee (PUC). Formation of the PUC is in accordance with the BSSC Charter, The PUC’s overall agenda includes:

  • Updating the contents of the Provisions,
  • Reviewing and adopting updated standards (including exceptions and additions) as appropriate,
  • Identifying topics for issue team exploration,
  • Providing technical guidance to the issue teams as they develop update proposals,
  • Recommending to the BSSC Board those proposals that should be submitted to the BSSC member organizations for consensus balloting,
  • Reviewing ballot results and resolving negative votes to the extent possible, and
  • Performing other duties directly related to the Provisions update.

The PUC membership consists of:

  • Two experts in the field of ground motion/geotechnical/foundation (one supported plus one USGS)
  • Two experts in the field of nonstructural equipment (one supported plus one industry)
  • Two experts in the field of nonbuilding structures (one supported plus one industry)
  • Two experts in the field of concrete (one supported plus one industry)
  • Two experts in the field of steel/composite (one supported plus one industry)
  • Two experts in the field of wood (one supported plus one industry)
  • Two experts in the field of masonry (one supported plus one industry)

Issue Teams

The BSSC working through the Provisions Update Committee and in coordination with FEMA focuses on specific issues and areas of concern through convening Issue Teams. In forming ITs the BSSC will identify a series of technical issues that warrant further developmental work and do not fall under the domain of the ASCE 7 Seismic Subcommittee or its Technical Committees (TC). Such issues may be identified in several possible forums, including:

  • The research needs report developed by the PUC from the previous 2009 update cycle.
  • Other issues identified by the TS from the 2009 update cycle that exceed the capability of their volunteer membership to address.
  • Research results reported from the National Science Foundation (NSF) and their Network for Earthquake Engineering Simulation (NEES) program.
  • Lessons learned from post-earthquake investigations, including the FEMA Mitigation Assessment Teams (MAT), the NIST Building Performance Safety Teams, or the NSF-funded Earthquake Engineering Research Institute (EERI) Learning From Earthquake (LFE) Teams.
  • BSSC member organizations and partners of NEHRP.
