The U.S. Department of Housing and Urban Development (HUD) has issued a call for public comments on a proposed rule to address Public Housing Agency (PHA) requirements for energy audits and physical needs assessments (PNAs). The proposed HUD rule would set minimum energy conservation measures (ECMs) that a PHA must consider when performing an energy audit. (ECMs include water-related efficiency measures.) This rule would also require energy auditors procured by PHAs to meet certain minimum qualifications to perform audits. HUD will be publishing a separate proposed rule that will require PNAs to be completed in conjunction with energy audits in order to improve cost savings and coordination.
