- Electronic Commerce - Exploration of how implementation of electronic commerce in the Federal acquisition process through FACNET by the OFPP's Federal Electronic Commerce Acquisition Team will affect federal facility maintenance and operations procurement of equipment and services.
- Electronic Preparation and Distribution of Vendor Manuals - Development of plan and implementation of procedures for requiring vendor manuals to be prepared in standardized language for electronic distribution through CCB to federal agencies. Includes the development of standard language and procurement language for vendor manual submittals through guide specifications. ASTM Task Group on Computerized Maintenance Management Information.
- Identification and Electronic Distribution of Federal MO Manuals and Tools - Identification of MO documents and tools from federal agencies to be distributed to federal agencies through CCB to encourage cost reduction, more effective use, and sharing of criteria.
- Capital Asset Management - Sharing of existing capital asset management requirements and directives for federal facilities and identification of improvements for more effective management of federal capital assets. OMB Circular 9408, Depreciation, Replace value of facilities.
- Life Cycle Standard - Development of procedure/process allowing for the acceptance of future maintenance and operations savings to be accounted for in facility capital costs.
- Federal Acquisition Regulations - Exploration and identification of FAR (procurement) problems, barriers, and disconnects causing the cost/ineffective acquisition of MO equipment and services.
- Monitoring/Maintenance Management Systems - Identification and documentation of the range of monitoring and maintenance systems available, including descriptions, advantages, disadvantages, examples.
- Uniform Reporting System - Development of a uniform maintenance reporting system that could be used for federal agencies to promote uniformity in data collection, analysis, and reporting. DOE's Condition Assessment Survey. Metrics.
- Sharing of Federal MO Manuals and Software - Development of program for reviewing and documenting federal agency MO manuals and software, and promoting the sharing and uniform use of MO manuals and software among federal agencies.
- Space Management Standards - Development of standards for recording, assessing, analyzing, and managing operational space in federal facilities.
- Maintainability Links to Acquisition Criteria - Identification of links between guide specifications and the effective maintainability/operability of federal facilities, and development of a feedback loop between federal facility operators and developer of design criteria. Post occupancy evaluations for maintenance and operations.
- Pre-qualification of Products - Exploration of the effectiveness of developing a process for pre-qualifying federal facility maintenance products and services similar to procurement of supply products and services.
- Building Commissioning Standards - Development of standards for uniform federal pre occupancy acceptance testing of facility operational equipment and systems.
- Operation Productivity - Investigation of quantitative measurements of operational productivity increases due to improved facility maintenance and operations equipment, services, and procedures.
- Maintenance and Operations Problems/Failures - Development of program for collecting, document, and disseminating MO problems and failures in federal facilities for identification and assessment of areas of federal wide improvement. Roof leaks.
- Sole Source Procurement - Exploration of costs and operational ramifications involved in the open procurement of systems, equipment, parts, etc. versus the sole source acquisition of closed systems.
- CADD/GIS Linkages to FMO - Development of
CADD/GIS/data standards for the automatic and integrated linkage of facility as-built drawings and information to predictive maintenance management systems.
- Preventive and Predictive Maintenance - Identification, evaluation, documentation, and development of recommendations on various preventive and predictive maintenance programs presently being implemented in the federal government and private sector. Bar Coding.
- Contract Maintenance - Development of model service contracts for maintenance services in federal facilities that could be used by federal agencies avoiding duplication and redundancy, while improving bidding, and reducing costs. Reimbursable Contracts vs. Fixed Price Contracts.
- Repair by Replacement - Evaluation and documentation of repair by replacement techniques. Adapting new technology to older facilities, assessment techniques.
- Remote Training and Support - Identification and assessment of various new and innovative techniques and approaches for remote training and support.
