The Institute in Action

President Obama Highlights Infrastructure, STEM and BIM

In his State of the Union Address last week, President Barack Obama focused on the importance of the nation’s infrastructure; science, technology, engineering and mathematics (STEM) education; and even made a reference to the power of building information modeling (BIM).

The President highlighted repairing our nation’s bridges and roads. Citing the American Society of Civil Engineers’ (ASCE) Report Card for America’s Infrastructure and the nation’s current grade of “D”, he called for America’s return as an international leader in strong infrastructure.

Strong applause came following his statement about the importance of science: “We need to teach our kids that it’s not just the winner of the Super Bowl who deserves to be celebrated, but the winner of the science fair.” The President called for renewed attention to restore the country’s prominence in math and science education, including the preparation of 100,000 new teachers in the STEM fields.

During his discussion of innovation and the digital age, Obama recognized the role BIM can play in emergency management, “It’s about connecting every part of America to the digital age…It’s about a firefighter who can download the design of a burning building onto a handheld device.”

His speech also touched on other issues of importance to the building community, such as the government’s role in basic research, development of a clean energy economy, and the need for technical and vocational training.

Schwarzenegger Reappoints Winkel to California Building Standards Commission

California Governor Arnold Schwarzenegger reappointed Steven Winkel to the California Building Standards Commission (CBSC). A member of the National Institute of Building Sciences Board of Directors and building code consultant for The Preview Group, Winkel has served on the CBSC since 2000. He is a member of the American Institute of Architects, the American Society of Civil Engineers and the International Code Council. Learn more about Winkel.

Workshop Focuses on Seismic Standards for Existing Buildings

The Building Seismic Safety Council (BSSC) convened a workshop earlier this month to gain federal agency input on seismic safety standards for existing federal buildings. A BSSC expert committee held the meeting for representatives of the Interagency Committee on Seismic Safety in Construction (ICSSC) January 13 at the National Institute of Building Sciences offices. The National Institute of Standards and Technology (NIST) has charged BSSC to draft an updated version of ICSSC RP 6, Standards of Seismic Safety for Existing Federally Owned and Leased Buildings. Simplified Seismic Design Procedures Committee Launches 2011 Projects

Charged with reducing the complexity of existing seismic safety codes, the Simplified Seismic Design Procedures Project Management Committee (PMC) met in San Francisco on January 11 to review a detailed plan of action for 2011. The project was initiated in response to concerns expressed by engineers and building officials that the complexity of current code provisions is reducing the efficiency and reliability of seismic design, particularly for simple and small buildings. Based on its work during 2010, the PMC recommended three initiatives be pursued to develop simplified seismic provisions. Read the initiatives.

2014 Provisions Update Committee Meets

The 2014 Building Seismic Safety Council Provisions Update Committee, the body responsible for updating the NEHRP (National Earthquake Hazards Reduction Program) Recommended Seismic Provisions for New Buildings and Other Structures, meets during the National Institute of Building Sciences Annual Meeting. NIST Seeks Nominations for Construction Safety Committee

The National Institute of Standards and Technology (NIST) is seeking nominations for the National Construction Safety Team (NCST) Advisory Committee. Established under the NCST Act of 2002 and originally formed during the NIST-led World Trade Center Investigation, the NCST Advisory Committee is being reconstituted to reflect a broader range of events as envisioned by the Act. The committee will advise the Director of NIST on the newly established Disaster and Failure Studies Program and related functions.

NIST invites nominations, including self-nominations, from all fields involved in issues affecting disaster and failure studies, including experts from industry and other communities, such as, but not limited to, universities, state and local government bodies, non-profit research institutions, and other Federal agencies and laboratories. Borchelt Receives Honorary Status from The Masonry Society

The Masonry Society (TMS) recognized J. Gregg Borchelt with Honorary Membership status for his significant and continued contributions to both the Society and to the masonry industry as a whole. A past member of the Building Seismic Safety Council (BSSC) Board of Direction and president and chief executive officer of the Brick Industry Association, Borchelt was awarded for his exemplary service to TMS. Honorary Membership is the highest award that TMS can bestow on a member and Borchelt is only the 14th member to receive such an honor. Borchelt is one of the foremost experts on masonry. March Conference Focuses on Mitigating Disaster, Planning for Resiliency

An upcoming industry conference hosted by McGraw-Hill Construction’s Engineering News-Record in partnership with the American Society of Civil Engineers and the National Building Museum will address planning and building for resiliency. Mitigating Disaster through Design & Construction will be held March 2-3, 2011, in Washington, D.C. This industry event will provide a forum to discuss the latest policies, practices and building and design strategies that could make a significant difference before the next devastating flood, tornado, hurricane, volcanic eruption, wildfire, earthquake or landslide hits. The National Institute of Building Sciences is a supporting sponsor of the event. Therefore, Institute members receive $200 off the standard rate and pay only $250 to attend. Register.

Facility Performance and Sustainability

BEST3 Abstracts Due Today. Don’t Forget!

It’s not too late to submit an abstract for next year’s BEST3 Conference. The conference, to be held April 2-4, 2012, in Atlanta, Georgia, will be organized as a series of sessions and seminars addressing critical issues of building enclosure performance.

Because ecologically designed enclosure systems are composed of so many interacting elements, the conference organizers would like to know what BEST3 participants see as the most relevant issues before finalizing the program. To this end, the conference’s scope will now include issues proposed by participants, as well as the topics already selected by the session chairs.

To be considered for a presentation at the BEST3 Conference, please submit a 300- to 500-word abstract no later than today, January 31, 2011. Read the submittal details.

NCEF Releases New Instructional Videos on School Safety

School personnel and facilities managers now have a new school safety resource available. The National Clearinghouse for Educational Facilities (NCEF) has produced a series of five videos to help school personnel and facilities managers identify potential safety and security hazards in school facilities, and to learn how to implement non-cost or low-cost solutions. The videos are based on NCEF’s Safe School Facilities Checklist, a free checklist for assessing the safety and security of school buildings and grounds. View the free videos.

Report on State Capital Spending for School Facilities Now Available

The latest edition of the report, State Capital Spending on PK-12 School Facilities, is now available. Released by the 21st Century School Fund, The Building Educational Success Together collaborative, and the National Clearinghouse for Education Facilities, the report addresses capital outlay funding for elementary and secondary public education facility construction and modernization. The document reports how much capital outlay has been expended by states from 2005-2008, as reported to the U.S. Census of Governments, and surveys every state on what share of these funds were provided from state sources as compared to local sources. The report presents a state-by-state examination of capital outlay funding for elementary and secondary public education facility construction and modernization. Information was collected from each state's department of education and/or building authority concerning their school facility capital outlay and related capital data management, planning, funding and oversight practice. Texas A&M Survey Focuses on BIM, Small Firms

The Texas A&M University College of Architecture is seeking industry input. The college is surveying the industry to find out how the transition to building information modeling (BIM) is impacting small architectural firms. The survey is a key part of the data collection and is completely anonymous. The investigation has three central goals: to identify the current state of BIM adoption in architectural firms, to analyze the small firm BIM adoption process, and to develop a strategic model for small firm BIM adoption.
