The Institute in Action

Week Puts Focus on High-Performance Buildings

Members of the High Performance Building Congressional Caucus Coalition (HPBCCC), which sponsored High-Performance Building Week, have declared the 2010 celebration a success. Participation during the week’s events was high, with a variety of well-attended activities.

The week began with a Monday afternoon tour of the National Institute of Standards and Technology (NIST) Building and Fire Research Laboratory (BFRL) hosted by BFRL Director Dr. Shyam Sunder. Tuesday included a Capitol Hill briefing hosted by the National Institute of Building Sciences kicked off by Rep. Judy Biggert (R-Ill.), co-chair of the High Performance Building Congressional Caucus, with industry presentations on “Getting the Whole Picture of High-Performance.” Tuesday evening, Rep. Russ Carnahan (D-Mo.), co-chair of the Caucus, spoke at a reception about the importance of improving building performance for the economy and the planet. On Wednesday, the American Society of Landscape Architects hosted a reception on the green roof of its building. Thursday, events continued with meetings of the HPBCCC and the High Performance Building and Energy Efficiency Roundtable. Friday concluded with a congressional briefing on “Partnerships for Net-Zero Energy Buildings.” Throughout the week, HPBCCC members made live and virtual visits to congressional offices. See the photos. Read remarks about HPBW in the Congressional Record.

Meeting Focuses on Haiti Reconstruction Effort

Industry participants developing a toolkit to help Haiti with its reconstruction efforts met last month with key relief organizations working to provide shelter to those affected by the earthquake. While current efforts in Haiti are focused on providing short-term housing, members of the toolkit effort are concerned about the need for a long-term building program in Haiti. They are working to establish a building program structure with requisite codes and standards, education and training, and enforcement. The industry participants developed a white paper on what needs to be considered to establish such a program, which is being shared with representatives from donor organizations and the Haitian government. The Institute also wrote the Senate Committee regarding the new legislation S. 3317 - Haiti Empowerment, Assistance and Rebuilding Act of 2010. Read the letter. View the white paper.

Annaliese Hepping (standing, left) and Eddie Argenal (standing, right), of CHF International, provide an overview of the activities their organization is working on in Haiti. CHF International was one of a number of relief organizations that participated in a meeting at the Institute to discuss long-term reconstruction activities in Haiti.

Meet the Coordinating Council

Anis Dalgleish

The National Institute of Building Sciences membership is at the heart of this organization’s success. Involved in the Institute’s numerous councils, committees and projects, our members participate in the detailed processes of task forces and working groups. The Coordinating Council works to harmonize efforts among the various Institute programs to enhance synergies across programs. In this issue, we focus on the Building Enclosure Technology and Environment Council (BETEC) representatives on the Coordinating Council. Wagdy Anis serves as BETEC chair. Laverne Dalgleish serves as BETEC vice chair. Read more about Anis and Dalgleish.

Security and Disaster Preparedness

Institute Approved as ISC Associate Member

The Interagency Security Committee (ISC) inducted the National Institute of Building Sciences as an associate member June 22, during its quarterly meeting of the full Committee. The ISC, which falls under the U.S. Department of Homeland Security, sets security standards for all civilian federal agencies. ISC members include more than 100 senior level executives from almost 50 federal agencies and departments. Primary members represent 21 federal agencies. The ISC also has 26 associate members, with the addition of the Institute. ISC associate membership is determined at the discretion of the ISC Steering Committee and the ISC chair. Senior Vice President and Chief Operating Officer Earle Kennett will serve as the Institute’s ISC representative. Advanced Materials Program Director Richard Paradis will serve as the Institute’s ISC alternate. Read about the Interagency Security Committee.

BEC Boston Holds Air Barrier Challenge

The Building Enclosure Council (BEC) Boston recently held a hands-on Air Barrier Challenge to observe the performance of various air barrier assemblies. Ten teams of practicing design and construction professionals constructed building envelope mock-up panels at the Architectural Testing, Inc. Laboratory in Chelmsford, Mass. The panels were then tested for air leakage and water penetration in accordance with the respective ASTM standards. Read the Architectural Testing release and the BEC-Boston invitation.

DOE to Revise Energy Efficiency Standards for Federal Buildings

The Department of Energy (DOE) is planning to revise performance standards for the construction of new federal buildings and major renovations of existing federal buildings. The public notice specifically addresses the use of sustainable design principles for siting, design and construction, and the use of water conservation technologies to achieve energy efficiency. The proposed rulemaking also provides criteria for identifying a certification system and level for green buildings that encourages a comprehensive and environmentally sound approach to certification of green buildings. Comments, originally due in July, are now due August 12. Read the Federal Register notice and extension notice.

buildingSMART International Meets in Korea

The buildingSMART Alliance headed to Seoul, Republic of Korea, April 19 through 23 for buildingSMART International meetings. More than 800 people attended the International Forum held April 21. The outcome of that event was the establishment of a BIM Research and Development Center in Korea. During its two-day meeting, the International Council discussed submission of the Industry Foundation Classes (IFC) 2x4 to the International Organization for Standardization (ISO) that has since occurred. While attendance at the meeting was lower than normal due to the volcano in Iceland, modern technology was able to bring the group together via the internet. The Council also went over a new and vastly improved certification procedure, which is available on the buildingSMART International website. Read the International Council minutes.
