At Risk Populations

In May 2001, the MMC was asked to assist FEMA in responding to its responsibilities under the Earthquake Hazards Reduction Authorization Act of 2000. In general, the MMC is to organize and administer the effort needed to: determine what currently is being done under the NEHRP to address at-risk populations, what gaps exist in addressing these populations, and what should be done to best reach these populations.

During the first part of this project, three consultants were engaged to review existing research and interview appropriate researchers and individuals involved with the groups that represent the interests of the subject at-risk populations. The draft report presenting the results of the consultants’ review of existing information, secondary sources, and relevant programs was delivered to FEMA in September.

FEMA has asked the MMC to formulate a plan for conduct a follow-on to the initial effort involving a pilot study of school districts to determine the degree to which earthquake safety policies are in place. Work on this study was done between March and June 2002 and a revised report developed and delivered to FEMA in July.
