Workshop on Reducing the
Vulnerability of Buildings to Chemical, Biological, and Radiological
Attacks
Approximately 90 high-level government and
private sector professionals attended the July 25-26, 2002, Workshop on
Reducing the Vulnerability of Buildings to Chemical, Biological, and
Radiological Attacks. The workshop, held at The American Institute of
Architects headquarters building in Washington, D.C., was organized by
NIBS and its Multihazard Mitigation Council in cooperation with the International
Facility Management Association and with funding from the Alfred
P. Sloan Foundation. NIBS Chair Henry Green welcomed participants
and MMC Chair Brent Woodworth chaired the workshop. The keynote address
was presented by Major General Bruce M. Lawlor, Senior Director of the
Protection and Prevention Directorate, Office
of Homeland Security. Luncheon and dinner presentations were given
by Jerome M. Hauer, MD, acting Assistant Secretary for Public Health
Emergency Preparedness, U.S.
Department of Health and Human Services; D. A. Henderson, MD, MPH,
Senior Science Advisor to the Secretary of Health and Human Services;
and Michael P. Pietrzak, MD, FACEP, Founder and Principal, Knowledge
Management Solutions, and Project Director ER One. The purpose of the
invitation-only event was to introduce and obtain pragmatic private
sector input on the Office of Homeland Security sponsored publication, Guidance
for Protecting Building Environments from Airborne Chemical, Biological,
or Radiological Attacks,( NIOSH publication No.
2002-139). Workshop sessions provided an overview of the threat and of
available mitigation guidance, facility assessment considerations,
current facility management activities, and owner perspectives. A
workshop report is expected to be complete by late summer 2002.
