Additional, supplemental guidance is contained in the U.S. Army Center for Public Work's DPW Service Contract Guide (P-10), dated April 1992. This guide is formatted in accordance with (IAW) the Uniform Contract Format (UCF) prescribed by the Federal Acquisition Regulation (FAR) to help DPW performance work statement (PWS) writers and contracting officers assemble complete acquisition packages. It is divided into the following four parts: PART I - THE SCHEDULE PART II - CONTRACT CLAUSES PART III - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS PART IV - REPRESENTATIONS AND INSTRUCTIONS Each part has specific sections which contain information, instructions and examples pertaining to the development of a complete A/C and Refrigeration Plants and Systems Service Contract acquisition package. Special emphasis has been placed on PART I - SECTION C, Description/Specifications. Examples of Performance Work Statements (PWS) have been developed from an assortment of recent installation A/C and refrigeration plants and 2 systems maintenance contracts. i Use of this guide should result in an acquisition package containing performance oriented work statements which are clear, concise, comprehensive, and relatively easy to administer and monitor once they are contracted.
