  National Institute of Building Sciences - President/CEO Search

Position Criteria
PRESIDENT/CEO

The National Institute of Building Sciences’ president and chief executive officer is responsible and accountable for the fulfillment of NIBS’ mission, goals, and objectives as determined by the Institute’s Board of Directors; the execution of Institute policies and procedures; the management and direction of the Institute’s staff; and the overall administrative and technical operations and day-to-day affairs of the Institute and its councils.  The president establishes and maintains cooperative communications between the Institute and federal government (agency, administration and congressional), private sector, association, and state/local government organizations.  The president represents the Institute in the legislative, administrative, policy and technical context by presenting testimony and providing outreach functions on behalf of the Institute, such as attending conferences and making presentations about the Institute and its programs.  The president serves as an official spokesperson for the Institute.  The president has overall responsibility for managing the activities of the Institute’s Board of Directors, including scheduling of and preparing for Board meetings.  The president holds contracting authority for the Institute as authorized by the Board of Directors.  The president reports to the Institute’s Board of Directors.  Competitive salary and excellent benefits.

NIBS PRESIDENT – POSITION QUALIFICATIONS AND SKILLS:

Development and Outreach:

  • Knowledge of and experience in institutional program development
  • Ability to plan and carry out comprehensive fund raising and development initiatives
  • Proven ability to develop and grow cooperative volunteer-related relationships with public and private institutions and their staff and elected leaders
  • Proven ability to develop and grow effective and cooperative client-relations relationships with public and private institutions and their staffs
  • Ability to intimately understand NIBS' programs and projects and to explain them clearly, convincingly, and professionally

Knowledge and Experience:

  • Knowledge of federal agency structure, procedures and operations relating to the planning, design, construction, operation, maintenance and retirement of federally owned facilities
  • Knowledge of the structure, procedures and operations of federal, state and local regulatory agencies with authority over the planning, design, construction, operation, maintenance and retirement of the built environment
  • Knowledge of Congressional relations, procedures, and committee/subcommittee structure
  • Knowledge of the structure of the nation’s building industry and its processes and procedures, including the associations representing industry sectors
  • Comprehensive knowledge of the voluntary standards development and use in facility procurement and regulation
  • Knowledge of the roles of the federal, state and local governments in the regulation of the built environment
  • Knowledge and understanding of the technical aspects and issues involved in the life-cycle  facility process

Institutional Operations and Management:

  • Comprehensive knowledge of and understanding of institutional budget development and management
  • Experience in the development and maintenance of effective organizational structure and management
  • Extensive knowledge of and experience in personnel management
  • Extensive knowledge about and experience in working with volunteer contributors
  • Experience and proven ability in conflict resolution

Leadership:

  • Knowledge of and experience in institutional leadership
  • Successful experience in working with and motivating voluntary boards, councils and committees
  • Proven ability to lead and motivate staff
  • The ability to establish and maintain effective interdisciplinary communications among building industry sectors
  • Proven consensus building capabilities
  • The ability to be a pro-active strategist in order to ensure all segments of the Institute are working to achieve its mission.
